Detoxifying the system: Insights into strategic behavior and corruption in China’s drug policy

{"p"=>"This study examines how China’s compulsory detoxification system, established under the 2008 Drug Prohibition Law, has inadvertently encouraged strategic detainee behavior and managerial corruption. Using a dataset of 130 detainee cases and 14 corruption-related cases, the research highlights systemic flaws in the detoxification regime. Detainees frequently fabricate confessions to minor crimes to avoid the mandatory two-year detoxification period, exploiting institutional gaps and weak oversight. Simultaneously, managerial corruption, driven by performance metrics and poor interagency coordination, further undermines the system’s integrity. These findings question the efficacy of punitive detoxification models and advocate for a shift toward rehabilitative policies that enhance accountability and interagency collaboration, ultimately ensuring a balance between individual recovery and systemic integrity."}
